As most of you know the new AZ OPEN league committee held its first meeting on Monday night May 5th.  The committee is made up of interested clubs.  So if you have not attended yet and want to part of creating the new league, the next meeting is Monday night July 14, 2008 at 7:00 PM at the AYSA office.  Remember one club one vote rule applies no matter how many teams you have in the league.

 

 

(1)     Registration: 

·         All players will register to teams for all ages.

·         All teams will register to play in OPEN League through the Got Soccer League registration program.

·         IMPORTANT NOTE: Each team is required to set up a login and password for the Got Soccer system.  Each team may only use one Login and Password to be shared by all team officials.  Anyone who creates a new login or password for a team will create a new identity for the team and a new profile.  The two profiles and information will not merge together.

 

(2) Roster sizes:

·         U7     12 players      7 v 7 on the field     5 players minimum to form a team    game length 2 x 25 minutes   

·         U8     12 players      7 v 7 on the field     5 players minimum to form a team    game length 2 x 25 minutes

·         U9     14 players      8 v 8 on the field     6 players minimum to form a team    game length 2 x 30 minutes

·         U10    14 players     8 v 8 on the field     6 players minimum to form a team    game length 2 x 30 minutes

·         U11    14 players     8 v 8 on the field     6 players minimum to form a team    game length 2 x 30 minutes

·         U12    18 players     11 v 11 on the field 7 players minimum to form a team    game length 2 x 30 minutes

·         U13    18 players     11 v 11 on the field 7 players minimum to form a team    game length 2 x 35 minutes

·         U14    18 players     11 v 11 on the field 7 players minimum to form a team    game length 2 x 35 minutes

·         U15    18 players     11 v 11 on the field 7 players minimum to form a team    game length 2 x 40 minutes

·         U16    18 players     11 v 11 on the field 7 players minimum to form a team    game length 2 x 40 minutes

·         U17    22 players     11 v 11 on the field 7 players minimum to form a team    game length 2 x 45 minutes

·         U18    22 players     11 v 11 on the field 7 players minimum to form a team    game length 2 x 45 minutes

 

Roster Exceptions:

·         Up to four (4) U11 players maybe be registered to a U12 team in Open League

·         Up to four (4) U11 players maybe loaned to a U12 team in Open league

·         The total number of U11 players on a U12 team (registered or loaned) cannot exceed 4 at any time.

·         A 99 player maybe registered or loaned to a 98 Open League team

 

 

(3) Season:   

      • The league will host two 6 games seasons from September to February for U7 to U14 age groups
      • The league will host one season starting in September for U15-19. 
      • A Spring season would be offered for U15 -18 teams
      • Each season will consist of 9-10 weeks allowing for each team to submit two-three blackout (non play dates) for each season.
      • Once the schedule is set there are no options for postponing games for any reason other than weather. 
      • Teams may enter one or both seasons.
      • Rosters may be updated through Friday morning before the game day.
      • The home team must print the Got Soccer game card and bring it to the game.
      • The home team is responsible for calling in the final score to Got Soccer (within two hours of completion of the game), including Yellow and Red cards and fax the completed score card to the AYSA office within 24 hours.
      • Teams will register through Got Soccer and at the time of registration select their blackout dates and supply a home field
      • Referees will be supplied by the home club.
      • Teams will enter their home field information at the time of registration.
      • Teams will use home field’s not regional fields.
      • District play will be established for younger age groups, so younger teams do not have to travel all over the valley.
      • OPEN League U11 to U14 teams that intend to play in State Cup must play both seasons
      • U15 to U19 teams need only to play season I to qualify for State Cup

 

(4) Game day Rosters

·         No AZSL (State League) players may play in the OPEN League

·         50% of the registered players to a team must play each game, the other 50% of the roster may come from of age players from the club’s other teams.

·         No player may play more than the equivalent of two total game minutes in a day

 

(5) Un-played games:

 

·         If a team fails to play a scheduled game the team will be fined $150.00, to be paid before their next game and the coach will be brought before the league D & r committee for a hearing.

·         If a team fails to play a second scheduled game, the team will be fined $300.00. The coach will be brought before the league D & R committee and will be subject to suspension.

·         All unpaid fines become the debt of the club.

 

(6) Referees:

 

  • All games will be played using the 3 ref system, except for Under 7/8 which may only use a center referee.  All referees should be assigned by the home club referee assignor.  The referee must be licensed and club linesmen are permitted.

 

  • For U7-U19 only: On the rare occasion a referee does not show for a game, by agreement of both coaches, a referee can be appointed for the purpose of getting the game played.  If both coaches cannot agree, then the game should be rescheduled.

 

This essentially leaves the decision with the coaches, and it takes both to agree.  But they can also get the game play if they so choose. After all, this is an exception.  If a club is a repeated offender, then the league will get the message and take action.

 

 

(7) Home Fields

 

·         Each club is to provide a home field for each team.

·         Each club should Map Quest/Google the field and send the link, so we can post it on the web site.

·         Each club should provide any blackout dates/times or anything that may affect the schedule.

 

(8) District Play

 

·         District play will be for ages U7 to U9 for all teams.

·         U10 teams will have an option of registering to a valley wide or district bracket.

·         The following districts will be established; West/North/Central, North/Northeast and Southeast.

·         District brackets may be adjusted to create balanced divisions when necessary.

·         Districts may contain the following clubs:

 

(a) West/North/Central: Banat, Bentos, CCV, Cisco, AZ Fury, WVUSC, Madison, Chelsea, Santos, North Phoenix Baptist, Saguaro, USA, Pachuca, Futbolito, and Tuzos.

 

(b) North/Northeast: North Valley, Anthem, DFAC, SC Del Sol, Pinnacle, Sereno, NSSC, Scottsdale, Fountain Hills, Az Soccer Academy, Yavapai, Prescott, Flagstaff, AZ Inferno, Verde Valley.

 

(c)  Southeast: AFSC, AZFC, Pros, Gilbert, Mesa, San Tan, Chandler, Boca, Classic, AZSC, South Bank, AZ Sting, Barcelona, Yuma, Rush, TSA, other Tucson clubs.

 

Chivas and Tiberones, not sure where they are located for placement in district play, please advise.  No club was left out intentionally.  If I missed a club, again please advise so it may be corrected.

 

 

 

 

(9) Brackets

 

·         Each flight will play a six game schedule

·         U7/8/9 brackets will consist of 8 teams per bracket.  To accommodate all teams a larger or smaller bracket may be formed in the lowest division.

·         U10 to U18 brackets will consist of 7 teams per bracket.  To accommodate all teams a larger or small bracket may be formed in the lowest division.

 

 

(10)Play Dates

 

·         Season I for U7 to U14 age groups will play six games from September 13 to November 22 for Division I and II.  Each team will be able to submit up to three blackout dates at the time of registration.

·         Division 3 and lower will start on September 20, 2008 and have two blackout dates.

·         Season II for U7 to U14 age groups will play six games from December 13 to February 21.  Each team will be able to submit two blackout dates at the time of registration. 

·         No games will be played on the weekends of December 27 and January 3 due to the Holiday break

·         U15-18 teams will play a six game schedule from September 13 to November 15.  Each team will be able to submit up to three blackout dates at the time of registration.

·         Open league teams may use an AYSA sanctioned tournament game in place of a scheduled Open league game if both teams agree.

 

(11) Registration dates and fees:

 

·         Registration for all Open League teams for Season I will begin July 15 and end on August 15, 2008 for Divisions I and II all other divisions have until August 30, 2008 to register.

·         Registration for Open league teams for Season II will begin on July 15 and end November 8, 2008.  Teams may register for both sessions at the same time, however they would also need to input blackout dates as well.

·         Fees to register a team in Open League are $85.00.  There is no discount for registering for only one season.

 

 

(12) Field size and Goal size for small sided games:

 

·        To be finalized at the next meeting.

 

 

(13) Playing Up

 

·         U9/10 teams that would like to play up one age group must meet the following requirements.

(a)     Must play first season I in there own age group

(b)     Must complete season undefeated

(c)     Must have a goal differential of +10 or more

(d)     Petition the committee before the Season Ii deadline.

 

·         No U11 teams may play up.

·         U12 to U18 teams may play up an age group.
